This popped up yesterday as a toolbar and is f**king annoying me! How do I get rid of it?

What browser are you using?
I'm assuming Firefox.
If so, go to "tools -> addons -> No script", disable or remove, it's your choice.
Or
"View -> Toolbars", Uncheck No script.

Can't seem to get rid of it! I've disabled it and uninstalled it but when i go on next day, its back!

Because someone in your family might be putting it back on.
And yes, it could be something like that, though I haven't particularly heard of something imitating NoScript, but it doesn't mean it's impossible.
